SharePoint archiving: select the access model before selecting the storage tier
Archiving a SharePoint site is a change to access, ownership, recovery, and compliance. Storage cost matters, but it is the last question I ask, not the first.
Begin with a decision record
For each site, document the business purpose, accountable owner, last meaningful activity, external sharing, sensitivity and retention state, eDiscovery considerations, expected retrieval time, and future disposition date. “No recent edits” is a useful signal. It is not an archival decision by itself.
Microsoft’s inactive site policy can notify owners and enforce read-only mode or archive a site through Microsoft 365 Archive. That gives a governed path, but it does not replace an owner decision or a recovery plan.
Choose from clear models

An archive without a tested restore path is only a move. The record needs a manifest, the final owner, the location of supporting context, and a way to request access.
Treat archive as a lifecycle
Pilot with a small, representative site set. Confirm that retention and eDiscovery requirements remain satisfiable. Test owner notifications, access, search, and reactivation. Record the real timings and support experience. Only then automate the next group.
The best archive programme is intentionally uneventful: site owners understand the outcome, users know where to ask for content, and administrators can explain why the site moved and how it can be recovered.
